Meet the Members

Our members have different skills and areas of expertise, interests and pastimes. One thing unites them - they love the Yorkshire Dales National Park and work to represent the National Park Authority in conserving, enhancing and promoting this wonderful place.

Individual Members of the Yorkshire Dales National Park Authority are appointed to 'champion' specific areas of the Authority's work. Their key roles are:

  • To represent and champion the individual service to a wide audience.
  • To assist officers with the implementation of the Authority's policies and to develop future policy proposals for consideration by the Authority and its committees.
  • To report back to the Authority and its committees on their work.
  • To act as a 'sounding board' for senior officers regarding the discussion of new ideas and initiatives, bringing the 'member perspective' to these discussions.

    Biography

    John has lived in the Dales all my his life at Carperby and farmed there for over 45 years and before that at West Burton. He married a farmer's daughter, Frances, from Swaledale and has two children - Emma who lives in Northallerton and Oliver who lives in London, due to the type of work that he does. John is on Carperby Parish Council and is now Chairman again after a few years off. In May 2019 , he was elected to Richmondshire District Council for a third term.

    Chris Clark

    Biography

    Along with his wife, Chris has established a 170 hectare hill farming enterprise at Nethergill Farm in Langstrothdale. It includes rare breed beef and sheep, self-catering and bed and breakfast accommodation. Alongside  this he also runs an educational and field study facility.

    Prior to Nethergill, Chris was a tenant farmer and also set up a successful meat marketing business, which evolved into a partnership in a marketing consultancy. Chris is a Buckden Parish Councillor, Chair of the Dales Woodland Forum and a founder member and past Chair of the Yorkshire Dales Farmer Network.

    Chris has 2 married daughters and 2 grandsons.

    Nick Cotton

    County Council appointees (Cumbria County Council)

    Biography

    Born in Bristol, educated at Monmouth School and Oxford University, where he studied Modern Languages, Nick moved with his family to Kirkby Lonsdale in 2004, drawn to the beauty of the northern hills, to which he had been a regular visitor for 30 years.

    Nick has travelled extensively in South America, Africa, Asia and Australasia. He combined his love of walking and climbing (he has climbed to over 18,000 ft on three continents) with a business importing handicraft to Britain, most notably articulated wooden snakes from South America.

    A not entirely logical step saw him move from import-export into a career writing cycling guides. Over the past 20 years Nick has written over 50 books describing all types of UK cycle rides, including three aimed at cyclists wishing to explore the beautiful lanes and tracks of the Yorkshire Dales. More recently he has been involved in promoting the concept of an Electric Bike Network in the Yorkshire Dales. This enables people who do not have legs of steel to enjoy the scenery seen by bike on the area's network of lanes.

    Nick became a Town Councillor for Kirkby Lonsdale in 2011, a district councillor for South Lakeland District Council in 2012 and a Cumbria County Councillor in 2013. In addition to his interests in cycling and walking, Nick enjoys conservation work, good food and wine, and intelligent conversation over a pint of real ale.

    Judith Donovan CBE

    Biography

    Judith Donovan CBE, a 'Bradfordian', was one of the first female entrepreneurs in Yorkshire, founding her own advertising agency in 1982 which she grew to over 50 staff, and a turnover of £12.5 million, before selling to her managers in 2000.  During that time she was also heavily involved with the community with such as chair of the TEC and president of the Chamber

    In 2000 Judith commenced a ‘portfolio’ non executive career.  Some of her current roles include:
    –Chair, Eden Project in Cornwall
    –Chair, Ripon Cathedral Council
    –Trustee, National Army Museum in Chelsea

    –Chair, Destination Dales Tourism Group

    Previously she has been Chair of the Yorkshire Tourist Board, President of Bradford Chamber of Commerce, Chair of the Greater Ripon Improvement Partnership, a Member of Ripon Cathedral Finance Board, a Trustee of Hull University Union, Director of HSE with lead on Agriculture; Member of the British Wool Marketing Board and 11 years experience as a Millennium Commissioner and the BIG Lottery Fund.

    Biography

    Richard is a farmer's son from Kilnsey who has lived in Wharfedale all his life apart from studying in Newcastle for 3 years to gain a degree in agriculture.

    He is currently self-employed and has been a Councillor on Craven District Council for the past 13 years. Richard was  Deputy Leader for 8 years and is now in his  2nd year as Leader of the Council. He is also Chair of the North Yorkshire, York and East Riding Housing Board and  sits on the Health and Wellbeing Board.

  • Richard Good

    Biography

    Richard grew up in Otley West Yorkshire and then worked for Leeds City Council in Cemetery and Crematoria management. Twenty-six years ago, he moved with his wife to live in Arkengarthdale where they ran a Bed & Breakfast for over twenty years. They moved to Reeth in 2017.

    He has been involved in the Scout Movement all his life and is currently a Leader in the Swaledale Scout Group and chair of the Richmondshire District Scout Council. Richard was a Duke of Edinburgh’s Award Expedition Assessor in the Dales for several years and is a former chairman of the Awards Dales & Pennines Expedition Panel.

    For a few years, he chaired the Upper Swaledale Business Association, during the foot and mouth crisis and the closure of the Reeth Branch of Barclays Bank. He was a founding Director of Hudson House Ltd the Community Enterprise Centre in Reeth and chaired its board for nine years. He recently returned to the to the board after a break of a few years.

    He is an active member of 2 Dales Action for Refugees, supporting refugee families in Richmondshire and asylum seekers in Teesside. He has worked with the Parks area Ranger to organise some walks in Swaledale for this group.

    He was elected to Richmondshire District Council to represent the  Lower Swaledale & Arkengarthdale in May 2019

  • Robert Heseltine

    Biography

    Robert was born at Bolton Abbey and educated at Ermysteds Grammar School. His working life has centred around dales farming at the family farm at Bolton Abbey, retail, commerce, provision of care services for the elderly, interests in the hotel sector, and environmental consultancy. Pastimes include drystone walling, mountain walking, the environment, voluntary and charity work and of course the occasional pint of Guinness. He is a lifelong supporter of Burnley Football Club, and has a reputation as an internationally-renowned mole catcher.

    In public life his services include nearly thirty years as a member of both North Yorkshire County Council and Craven District Council, and Skipton Town Council.

    Nationally, he serves or has served on various policy and strategy committees including the Rural Needs Panel of the Association of District Councils and the Finance Group of the Association of County Councils. He has an abiding passion and concern for environmental, social, cultural and economic regeneration.

    Robert is currently involved as a lead member on Economic Development and Rural Services, Planning and Regulatory functions. He is Vice Chairman of the National Rural Services Executive of the Local Government Association.

    Biography

    Neil Heseltine is a fourth generation farmer from Malham and was educated at Ermysteds Grammar School in Skipton and Seale Hayne Agricultural College. He spent time travelling and working on farms in New Zealand and Scotland before returning to Malham. A keen rugby player and cricketer, he is a member of Malham Parish Council and is a former chairman of the Malham Show.

    Julie Hutton

    Biography

    Julie was born in North Yorkshire and moved to Northallerton when she started working for the Rural Development Commission where she was responsible for £3m investment. She encouraged a network of public, private and voluntary organisations to develop initiatives and a strategic approach to social, economic and environmental development.

    As Assistant Director at ‘Yorkshire Forward’, Julie was employed as part of the senior team, to facilitate regeneration and economic development, to create jobs and support business, influencing economic prosperity and was responsible for a £240m programme of projects in York and North Yorkshire.

    Working with the CEOs of local authorities, the National Park Authorities, the Ministry of Defence, Heritage Lottery, business leaders and politicians, Julie was able to secure investment and commitment to projects to deliver the strategic vision of the National Park Authorities.

    During Julie’s 28 years working across the rural areas of Yorkshire, she has come to believe that the environment, closely coupled to the economy and Park communities are vital to safeguarding the special qualities of the park for the next generation and beyond. The care of this environment is fundamental, particularly at the present time with so many changes that will impact on the future of these wonderful uplands. Securing the care of these assets is critical for all those with an interest in these areas.    

    Julie currently works for Hambleton District Council providing support to start up and existing businesses, advising on policy, writing briefings, running events and delivering projects to ensure the continued prosperity of this rural area.

    Julie recently became a Trustee of the North York Moors National Park Trust.

    Julie is married to Neil with teenage twins and her interests include gardening, dog walking, interior design and the countryside.

    Biography

    I live with my family on a smallholding in Chapel-le-Dale in the heart of the Three Peaks.The Yorkshire Dales living landscape and the community of those who dwell and work here have always been close to my heart.

    I was born into a farming family in Sedgewick near Kendal and educated at Kirkby Lonsdale.  On leaving school I followed my ambition and served an apprenticeship in butchery, and in 1974 was able to purchase the butchers shop in Ingleton where I remained until retirement, selling the shop in 2005.

    I was honoured to be asked to become involved in serving the wider community, and in 1998 was elected to Craven District Council serving as its chairman from 2006 to 2008.  In 1999 I became a councillor on North Yorkshire County Council;  I continue to serve in both roles to this day.

    A sustainable future for our countryside is of vital importance to everybody;  for those who earn their livelihood here and act as stewards of this very special environment, and for those who visit.

    Allen has always lived and farmed in Askrigg, Wensleydale, having been educated at Wensleydale School. He is married with 3 children, one who works on the farm, one in hotel management and one in the NHS.

    Allen is Chairman of Askrigg Parish Council and a member of Yorebridge Educational Foundation.He is a trustee of Askrigg Foundation and the Cumbria and Yorkshire Dales Farmers Network. He is also Vice-Chairman of Hawes Farmers Auction Mart and a director of the Upper Wensleydale Community Partnership and Yorebridge Sports & Leisure.

    Allen likes the countryside and any sport but especially Burnley Football Club. He dislikes cities, queuing and crowds!

  • Sandy Lancaster

    Biography

    Sandy moved from the south coast to Cumbria in Feb 1991, and has lived in or around Kirkby Stephen continuously since then. She has 3 children who have or currently attend the local schools.

    In the south of England, Sandy lived and worked for a short time in The New Forest National Park  and has always retained an interest in seeing these beautiful and valuable places managed and protected.

    Sandy's love of all things outdoors, especially dog walking and horse riding has seen her exploring vast areas of her local countryside. She is very involved with life in Kirkby Stephen and has recently been elected as a Town and District Council. She is also Chairman of the local Grammar School PTFA and treasurer of the Primary School Fundraisers. Sandy also Chairs the committee organising the recently revived Kirkby Stephen Gala Day.

  • Carl Lis OBE (Chair)

    Biography

    Born in Penrith, Cumbria, Carl Lis has lived in Ingleton since 1982. He is deeply involved in the local community and is a serving member of Ingleton Parish Council on which he has served for over twenty-five years. Since 1991 he has been the elected Craven District Councillor for the Ingleborough Ward, and was Leader of the Council for seven years in total, most recently 2003 to 2008. He is Chairman of Ingleton Rural Community Association, Ingleton Scout Executive, Ingleton Theatre Group and Ingleton Football Club. He is also chairman of the Ingleton Primary School Board of Governors.

    Carl was awarded an OBE in the 2009 New Years Honours for his services to the communities of the Yorkshire Dales.

    Carl worked in the quarrying industry for forty years and was manager of Ingleton Quarry for Hanson Aggregates for over twenty five years. He was appointed to the Yorkshire Dales National Park Authority in 1996 and was Chairman from 2004 to 2008, and 2009 to 2012.  He was re-elected Chairman in June 2016.

  • Jocelyn Manners-Armstrong

    Biography

    Jocelyn, a Lancastrian, moved to Dent from Liverpool in 2000, bringing a young family and a business and IT consultancy company, specialising in training, strategy, management and financing for businesses in the IT and media sectors. She had visited the area for several years as a keen walker, and is an active member of the Dent community.

    Jocelyn is also a member of the Isle of Man bar, where she practised corporate and commercial law for six years, representing multinational corporations, banks and high net worth individuals. Prior to this Jocelyn ran a national legal charity, supporting refugee organisations, and served on boards of several charities, including a range of roles for Citizens Advice, and as a school governor. She has also previously served as a lay member of the local health group of Morecambe Bay Primary Care Trust and as an independent member of Cumbria Police Authority.

    Jocelyn is particularly committed to supporting sustainable new enterprise and the diversification of businesses in the Yorkshire Dales. Jocelyn’s spare time interests include motorsport, good food, antiques, the arts and gardening.

  • Member champion for Cultural Heritage

    Julie Martin

    Secretary of State appointees (National members)

    Biography

    Julie studied at Durham and Sheffield Universities. She spent 17 years in Oxford before returning to Yorkshire, where she settled in Richmond in 2002 with a young family. A geographer, landscape architect and planner, she has worked at senior level in environmental consultancy for around 30 years, after early experience in local authority and academic posts.

    She has always had a strong love for England's landscapes and has been lucky enough to develop a career that focuses on mainly on countryside issues. This has taken her to many different parts of the UK and Ireland. It has given her a broad perspective on the environmental and socio-economic issues affecting rural areas, and how they can be tackled.

    Julie has a strong interest in hillwalking. She and her family keep sheep and hens and manage pasture, woodland and orchard on a small scale, also opening their garden for charity. She is active in the local community in Richmond and has served two full terms as a school governor.

    Julie is the Authority's Member Champion for Cultural Heritage.

  • Member champion for Natural Environment

    Ian McPherson

    Secretary of State appointees (Parish members)

    Biography

    Born in Barnard Castle and spending his early years in County Durham and the North Riding, Ian subsequently moved to Lincoln with his family where he completed his schooling and then qualified as a solicitor.

    He first practised in Lincoln and became a partner in one of the city's firms before being appointed a Stipendiary Magistrate by the Foreign and Commonwealth Office in the West Indies. This was followed by a short service commission in the British Army and a period of service in the Directorate of Army Legal Services. He then became a local government officer. For a number of years he held the post of Solicitor and Assistant Secretary to South Shropshire District Council as well as being Secretary to the Local Planning Authority.

    After retiring from the law he fulfilled a long-standing ambition to return to the north of England and settled in Sedbergh in 2000. He became very involved in community matters. In 2008 he was elected to South Lakeland District Council for the ward of Sedbergh and Kirkby Lonsdale until standing down in May 2014. At that time he was elected as a member of Sedbergh Parish Council.

    For almost twenty years Ian has been an active member of the Religious Society of Friends (Quakers). He is presently an Elder of Brigflatts Local Meeting. He is involved with a number of charities, particularly Anti-Slavery International and various environmental and wild-life charities.

    He enjoys walking, travelling, practising and teaching T’ai Chi and spending time with his family and friends.

  • Ian Mitchell

    Biography

    Born in Lancaster, Ian Mitchell has lived in Dent all his life, he is deeply involved with the local community, having worked in one of Dent’s two pubs ‘The George and Dragon’ for 15 years – the last 3 as manager. Ian also serves as vice chair on Dent Parish Council as well as being a governor to Dent C of E Primary School.

    In May 2018 Ian was elected to serve 2 two years on South Lakeland District Council to represent the Sedbergh and Kirkby Lonsdale ward.

    Ian is highly involved with Dent Football Club and a member of the local pool team.

    Jim Munday

    Biography

    Raised in County Durham, Jim first discovered the Yorkshire Dales as a teenage cyclist. Since then he has been a constant visitor exploring most of the region before settling in Bentham on the edge of National Park in 2002.

    He is a Member of the Chartered Institute of Marketing and active as a Member of the Upper Chamber of the Food, Drink and Agriculture Industry Group. He has wide experience as Chief Executive and/or Director of several commercial, industry and government organisations, involving significant marketing, communications, market research and public relations work. This introduced us to the delights of Country Life English Butter, better quality tea, leaner meat, Yakult etc.

    He has served on the Advisory Panel for Yorkshire Culture and as a trustee of the Brewery Arts Centre Kendal and as a non-executive director of the Brewery’s commercial trading company, the Kendal Catering Company.

    When not tramping the hills, his other enthusiasms are for his family, food, cooking, mountaineering books, the theatre, cinema and jazz.

  • Stuart Parsons

    Biography

    Stuart studied at Richmond School, and University College London reading history.

    He spent nearly sixteen years living in France - including a long stint working at EuroDisney - before returning to live in Richmond.

    Stuart represents Richmond West on both the Town and District Councils, and the whole of Richmond on North Yorkshire County Council.

    His interests include serving as a Trustee on Richmondshire Landscape Trust, the Georgian Theatre Royal, and the Richmond School Trust.

    Biography

    Gillian was born and educated in Liverpool but she has lived in Embsay for over 35 years and so fully appeciates the beauty of the Yorkshire Dales and its history.

    Gillian's background is in education and training having worked for a large Metropolitan Council for over 20 years in the 'Skills and Young People' directorate, followed by a local college working with modern apprentices.

    Gillian is a governor of a special school in Skipton and voluntary welfare officer for a friendly society and she cares passionately about rural areas and the environment.

    Biography

    Karin 'retired' to the Yorkshire Dales 11 years ago with her husband Philip. Living in the Dales has given Karin the opportunity to spend time with her children and grandchildren in these beautiful surroundings.

    Karin has been a Richmondshire District Councillor since 2015 and is the NYCC Older Persons Champion.

    Working with the community and Kirkwood Hall in Leyburn, Karin has had the pleasure of placing hens in the Care Home setting. Karin enjoys singing and music and her spare time is spent with her family and her own hens!

    Born in the North West, Neil spent many happy times in the Dales throughout his youth. After a career in engineering and IT, he retrained as a Chartered Surveyor and moved back up north to settle in Yorkshire. After a decade involved in the management of the Castle Howard Estate, Neil set up his own business two years ago providing rural property management and consultancy. Excited to be involved in steering the management of this most beautiful part of the country, Neil has a particular interest in ensuring the economic success of the Park.

    Biography

    Cosima was born & bred in Burnley on the tail end slopes of the South Pennines.  Whilst a student at Oxford Polytechnic, (Oxford Brookes University), she joined the Oxford University Officer Training Corp (OUOTC) and was commissioned in 1990; following which she travelled extensively in Southern Africa, China and South East Asia before returning to work in London for Christies, The Royal Geographical Society, The Royal Society of Literature and finally setting up her own business, Mouse Enterprise.  In 1997 She undertook a Post Graduate Diploma in Land Economy at Aberdeen University and worked as a Land Agent in Scotland, Lancashire and on the North Yorkshire Moors until 2010 when she returned to Burnley and started a handmade preserves, conserves & confectionary business.  She has been successfully trading at local north west markets since 2011.

    Cosima has been a Parish Councillor for 13 years, a Burnley Borough Councillor for 10 years and was elected County Councillor for Burnley Rural in 2017.  She is passionate about access to the countryside and especially interested in ensuring there is a comprehensive, cohesive and practical public network for the benefit of all, and a vibrant, diverse rural economy which supports and encourages local entrepreneurs of all ages and interests.

    Biography

    Richard has lived in Settle and Giggleswick all his life and, having travelled extensively both nationwide and abroad, says he has no desire to live anywhere else! He has been a parish and district councillor for many years and has recently been elected to North Yorkshire County Council.

    Richard is a self-employed contractor working part time around his Council duties. In any rare spare time, he enjoys horse racing and following Burnley Football Club.
